In the midst of the multiple cases of corruption filed against the former President Gloria Macapagal-Arroyo, another issue arises related to her. Is 4Ps a solution to alleviate poverty in the Philippines?
What is 4PS anyway and how does it affect literacy?
Inspired by the old Chinese Proverbs, “One generation plants the trees, another gets the shade”, in 2006, Pantawid Pamilyang Pilipino Program commonly known as 4Ps came into being. It is a poverty reduction and social development strategy of the national government that provides conditional cash grants through the Land Bank of the Philippines to extremely poor households to improve their health, nutrition, and education particularly of children aged 0-14.
Selection of recipients is determined by CY 2006 Filipino Income & Expenditure Survey (FIES). Some of the chosen beneficiaries caused some brows to arch for they are families who are financially able. Despite of the doubt in the selection system, there are poor families who never stop hoping that the program would eventually reach them out to prove that fairness still exists.
At present, there are 42 students who are able to study in Balabac NHS because of the Conditional Cash Transfer. Their appearance speaks of an impoverished life – uniforms that have seen a thousand washing are hanging on their lanky, skinny limbs. Yet, what’s admirable with these freshmen is their countenance in attending their class regularly even it entails walking a 4-km muddy road every day.
It’s just saddening that there are cases where the supposed to be responsible person to receive the money, not all but some, are irresponsibly spending the money in the things they are not meant to be. Vices like useless expenditures gambling and drinking of liquor are like money machines that indebted them, depending on the idea that they will receive a cold cash from the government. For this matter, projects and other school necessities are sometimes neglected that caused the child to shy...
