The people who need to be involved


  1. Client
      “The client is responsible for deciding whether there is the project and how it is to be delivered, as well as ensuring an effective management structure for the project.”
      (Blyth 2001:85)
The client is the local authority, council a county council. Client is experienced with continuous building programmes such a university estates department, schools, etc. They have a lot of the expertise in-house and have a well defined way of procuring buildings. Their briefs may well incorporate many lessons learned from other projects.
Council as a multi-headed client:

    • The Corporate   Property Department
The Corporate Property Department is leading client’s head in the project. As a client representative body is overlooking all stages of the project from the approval of the project till the facilities’ maintenance process. Because this is a leading department the ‘Project Champion’:
“…who takes responsibility for the whole project’s ability to meet the client’s expectations and has authority to make decisions on behalf of the organization. This role should be not confused with project managers who look after the day-to-day running of the project and its delivery on time at cost.”
      (Blyth 2001:86)
                      - should be appointed within this organization.

    • Planning Department
Planning department will be closely cooperating with the design team and education department to specify buildings requirements necessary to accommodate further users. Carries out strategic planning and information role, and is responsible for a planning policy and making planning decisions for minerals and waste development and development on county owned land. The design team can obtain the full list of all permissions and applications needed to start and complete the project.

    • The financial Department
