Abstract
The purpose of this paper is to analyze a government request for proposal (RFP) and develop a proposal by the firm that is competitive. The firm will develop elements of the proposal in order to respond to the RFP using competitive business strategies. This paper will also serve to analyze the matrix of 5 roles and responsibilities within the organizational structure that will allow for the firm to execute the proposal.

RFP Response
The Learning Assistance Program (LAP) is a women-owned small business established in 2002 in Cincinnati, Ohio. The company provides educational services to financially qualifying individuals, both civilian and military. Services range from independent study sessions, GED test preparation, job training, resume writing, interview skills and job placement. At the current time, LAP is looking to obtain government contract opportunities that fall under 8(a) set asides, or any small business firm fixed price contract type. As this is such a competitive market, it is of utmost importance that LAP have strategies firmly set in place if they hope to be successful at being awarded said contracts.
A common approach to acquiring new business is through the development of a capture team which usually consists of a leader and a core group of managers responsible for the overseeing of proposal and program development. Capture team members should include the following managers; a proposal manager, program manager, production manager/proposal administrator, technical volume manager, cost volume manager, contracts manager and a marketing manager. According to Osborne, the best results occur when the capture manager and the proposal manager is filled by the same individual as this improves the incorporation of bid strategies into the proposal (Osborne, 2011).
