Big factories moving to regional areas

In some countries, governments are encouraging industries and businesses to move out of large cities and into regional areas. Do you think advantages of this development outweigh the disadvantages?
Having entered 21st century for nearly ten years, we are blessed with numerous opportunities and confronted with arrays of problems as well. Whether or not supporting industries and businesses to move out of large cities and into regional areas is one of throny issues due to traffic congestion, less living area, poor environment and etc. It is natural that people seldom reach any sort of agreement on such a controversial issue.

Supporters believe that encouraging industries and businesses to move out of large cities and into regional areas can improve the development of some disadvantaged or underdeveloped regions as well as the standard of living. The government and these companys will invest a great deal of money in the constrction of infrastructure in the rural areas. Consequently, relative industries such as food, entertainment, constrction and education will experience a booming period. Furthermore, in big cities, there will not be huge population pouring into cities any more. Therefore, traffic congestion is to be eased, pressure on traffic system relieved and air pollution reduced. All of these impacts will make better living condition than ever in cities.

  However, others strongly object to this idea because it may lead to alternative of culture and life style in rural areas. It may take a long period of time for residents in rural areas to adapt to a new environment. Another reason that is worth mention here is even though environment in cities is better, damages to rural areas may happen. Finally, to some extent, population mobility may lead to a higher crime rate.

All the above opinions make sense. After some consideration, I insist that the advantages of moving industries and businesses into regional areas...
