State asked not to issue NOC for new engineering colleges

A Division Bench of the Kerala High Court on Friday directed the State government not to issue no-objection certificates (NOC) for starting new engineering colleges in the State until a final order is passed in a case relating to the affiliation issue of engineering colleges.
The Bench comprising Justice C.N. Ramachandran Nair and Justice P.S. Gopinathan issued the directive in the light of the report of an expert committee appointed to conduct an inspection at self-financing engineering colleges in the State and find out whether qualified faculty members were available in these colleges.
Committee findings
The eight-member committee headed by N. Vijayakumar, Assistant Professor, Department of Electronic and Communication, College of Engineering, Thiruvananthapuram, after conducting inspection in 24 self-financing engineering colleges said in its report that only four to five colleges had the qualified faculty members. The report pointed out that there was a shortage of middle-level faculty members (designated earlier as assistant professors) in colleges affiliated to the University of Kerala. Though were some senior faculty members in these colleges, others had only two to three years experience. The report further said the case of faculty members in colleges under the Calicut University was even worse. Some colleges shared the faculty members among themselves. The teachers in colleges under the Cochin University of Science and Technology (CUSAT) did possess only B.Tech degrees.
It was found during inspection that the faculty members who possessed science degrees were teaching engineering subjects. The faculty members of the colleges under the Mahatma Gandhi University who did not have engineering degrees were taking B.Tech classes.
