  1. BACKGROUND /RATIONALE.

    The Municipality of Concepcion is found in the North East portion of Panay Island, 109 km   from Iloilo City, geographically isolated with 17 islands and islets. Bounded by three municipalities, Ajuy in the South, Sara in the West and San Dionisio in the North and Visayan Sea up to the South East. The Municipality is composed of 25 barangays, 14 mainland and 11 island barangays,   with the population of 36,881 as to 2007 Census on Population conducted by the National Population Office with an average household size of 5.5 person and growth rate of 2.79%. Major industry/economic activity is mainly fishing and fishery related activities and agriculture. Poverty prevalence rate is 47.5% (2008 data), majority of which occur in the islands.

    The municipality is generally peaceful , ordinances are implemented although being ignored at times, in most cases juvenile are constant offenders   on petty crimes but little are on criminal cases. Trisikad and single motorcycle drivers are top on crime watch. Delivery on basic services on health are so tardy when it comes to island implementation, because of geographical situation.   The only sector that are organized in the islands are the fisherfolks and womens.   Some of which end up in organizing, lack of follow-ups and meetings. The barangay council does not encourage peoples organization, or taking initiatives in organizing them.

    In the education sector, only 2 out of 11 barangays in the island has no complete elementary and six (6) sitio primary schools, students have to paddle by boat and cross country in-order to attain complete elementary education.   Seeing an increase in enrollment, and problems on classroom, tables and chairs are visible,   an average of   50-60 per class per...
