Statutory sector is a sector that controlled by government. Voluntary sector is a sector that does not make a profit and has a charity number. Here in Portsmouth we have Portsea Community Day Nursery Ltd which is voluntary owned and run. ‘’Caring for children between the ages of zero to eight, we support the individual physical, emotional, social and educational well being of all our children. We also develop partnerships with parents offering support, respite and new opportunities.’’ (PCDN, 2011/2012)
Private sector is a sector that is run as a business and is making profit but is independent which means is not controlled by government.   We have The Portsmouth Grammar School Nursery. ‘’ The Nursery offers outstanding care for girls and boys enabling children to become active, independent learners through a carefully planned programme of activities within the safest of environments. We provide both indoor and outdoor play in a Nursery facility designed by an award winning architect.’’ (PGS, 2012/2013)

The Children Act 1989 – it is the main legislation which states that all children has equal opportunities. It also covers child protection and parental responsibilities and makes sure that all children are protected. This act was created to straighten the child’s legal position, to give them equal rights, feelings and wishes but also to ensure that they were consulted and kept informed.
