Which group was the most responsible for appointment of Mussolini?  
Socialists had the biggest influence on appointment of Mussolini because fascist major support came from people who were anti-Bolshevik and were afraid of socialist revolution. Many of pre-socialists jointed fascist movements and strength shown in fighting against socialists could influence on King’s decision of appointment.
Fascist first aim was to smash socialists and it brought to Mussolini support of petty bourgeoisie, landowners and all who were afraid of repetition of Bolshevik Revolution in Italy. For the Elite and authoritarians this Fascism was seen as lesser evil than socialism and it gave them ability to have control over police. Fascism was seen as the way to get rid of socialism.
When fascist won over socialists, socialist in order to ensure security and job for themselves, jointed fascist movements and created new support for Mussolini. Sometimes they worked like earlier, but they didn’t work in socialist factory but in fascist factory.
When Fascism had control over police. They took the same actions to fight against socialist like during war. The fascists smashed the organizational framework of the socialist movement. Union buildings and members were attacked. An estimated 2000 opponents were killed by fascists between 1920 and 1922. This appearance of fascist strength could have deeply influenced on decision of King Victor Emmanuel III about appointment of Mussolini.
Whereas many ordinary Italian could only see Fascism as political hooliganism, others saw it as a unpleasant but necessary way of getting rid of Socialism. Violent fight against socialists showed to King the strength of Fascists. Pre-socialist created another support for Mussolini.
