19. Should governments spend more money on improving roads and highways, or should governments spend more money on improving public transportation (buses, trains, subways)? Why? Use specific reasons and details to develop your essay.

As our country continues along the road of economic development, new demands are put on the transportation insfrastructure of the country. This is particularly evident in the cities, where the traffic jams are unavoidable facts of life. Faced with a mounting traffic crisis, I maintain that goverment should focus on improving public transportation instead of improving roads and highways. Public trasportation is cheaper, better for the environment, and a better long-term solution for meeting the transportation demands of the future.

Fisrt and foremost, since most people living in the cities do not possess their own private cars, they count on the public transportation to go to work, have a visit and make a travel. That's what our goverment should do to satisfy the requirement of most citizens. What's more, the investment in public tranportation also makes sense for the customers. The most expensive public transportation in the city costs 5 RMB. Two trips across the city every day for a whole year would still be less than a fifth of the cost of a new car. Taking inot acount the considerable upkeep expenses of a car, gas, insurance, and repairs, owning a car is much less economic and convenient than is taking the bus or the subway.

In addition, the traffic crisis, such as enviroment pollution, in large cities is mainly due to the increase in the number of private cars on the road. If everyone drives their private cars to work in the morning, the substantial toxic emmissions will be released from these cars which would pollute the air. However, a bus that can carry 30 people will largely lower the discharge of polluting emissions.
