In other words, in the major cities, where are filled with prosperity and vitality, probably no remarkable essential financial support is required from the government. Hence, where there is a need for a project, as long as the project is profitable enough, there is money chasing after it.
    However, some people may argue that there are always some constructions needing official help to finance it, such as the long-term program of building up subways. Indeed constructions like the example above cannot operate without financial help from the government; nevertheless, chances are that the government is able to cooperate with private institutes to finance a huge program.
